Fulbright is the U.S. government's flagship exchange scholarship. Through USEFP it funds master's and PhD study at universities across the United States. Candidates in sciences, technology and AI, trade and economics, and natural resource management are especially encouraged.

Deadline: Closed for the current cycle; the last deadline was 1 April 2026. The next call is usually announced on the USEFP site.

Who can apply

  • Pakistani citizens living in Pakistan throughout the process and committed to returning to serve Pakistan.
  • Master's: a four-year bachelor's degree, or bachelor's plus master's totalling 16 years of education. MBA and Public Policy/Administration applicants need 2 years of relevant work experience.
  • PhD: a master's/MPhil (18 years of education). Experience in teaching, research or the public sector is highly desirable.
  • GRE General is required, with at least 145 in each section. Selected candidates take the TOEFL.
  • Not eligible: dual U.S./Pakistani nationals, anyone already studying in the U.S. or on a work/residence/student visa in any country, and anyone who has already had a Fulbright award.
  • Winners sign a return-service contract; PhD winners also sign an HEC bond.

How to apply

  1. Take the GRE General test and send your official scores.
  2. Complete the online application on the USEFP website.
  3. Arrange three reference letters.
  4. Upload transcripts, with an explanation of the grading scale.
  5. Submit before the deadline. Paper applications are not accepted.
  6. Shortlisted candidates are interviewed. Results are announced around mid-September.
  7. Selected candidates then go through university placement with IIE.
