- Completed HSSC or equivalent.
- Students already in a BS programme can apply if they are within their first academic year or session before the advertisement.
- Not already holding any other HEC or government scholarship.
- Open regardless of gender, caste, race or religion.
- Must study, or seek admission, in a BS programme at an HEC-recognized public sector university or institution in Pakistan.
- At least 50% marks in the HEC scholarship aptitude test. Merit is SSC 10%, HSSC 40% and test 50%.

HEC provides financial assistance to students from Gilgit-Baltistan for BS studies at the best public sector universities in Pakistan. Selection is by an HEC/ETC aptitude test plus SSC and HSSC marks.
