Romanian Government Scholarships for Non-EU Citizens

Romania's Ministry of Foreign Affairs offers yearly scholarships to non-EU citizens for bachelor's, master's and doctoral study at public universities. Most scholars take a preparatory Romanian language year first.

Deadline: Closed for 2026-27; applications ran 16 February to 31 March 2026, with results around 15 July 2026. The next call is expected in early 2027.

What it covers

Tuition for the Romanian language preparatory year

Exemption from registration, application and admission fees

Who can apply

A citizen of a non-EU country (Pakistanis qualify).
Good academic results: an average of at least 7 out of 10 (or "Good") for your last completed level of study.
Levels: bachelor's (3-6 years), master's (1-2 years), PhD (4 years).
Not eligible: medicine, dental medicine and pharmacy; people of Romanian origin; diplomatic staff and their families; people who already hold a Romanian state scholarship for the same cycle.
Non-Romanian speakers do a preparatory language year, unless exempt.

Note: all study documents must be apostilled or authenticated, and translations must be authorised. PhD scholars can skip the language year if they choose a programme taught in a foreign language.

How to apply

Create an account on the Romanian Government Scholarship platform.
Fill in the online application and choose your programme and university.
Upload apostilled or authenticated study documents with authorised translations.
Submit during the application window (16 February to 31 March for the 2026-27 round).
Results are announced around mid-July.
Selected students then confirm their place and apply for a Romanian student visa.
