Azerbaijan offers a small number of fully funded places to Pakistani/AJK nationals: one bachelor's, one master's and one doctoral nomination for 2026/27. HEC nominates candidates using USAT/HAT scores, and nominees then apply on Azerbaijan's portal.

Deadline: Closed for 2026/27. The HEC portal deadline was 20 March 2026 (4 pm PST), and the call is usually announced early in the year.

Who can apply

Pakistani/AJK national. Three slots in total: one bachelor's, one master's and one doctoral.
Age limits: under 35 for undergraduate, under 40 for graduate and under 45 for doctoral study (as of 15 September 2026).
Academic background relevant to the proposed field. Documents must be attested by IBCC/HEC, and O/A-level equivalence from IBCC is mandatory.
A valid USAT/HAT score (obtained on or after 20 March 2025). There is no separate test, and nomination is based on this score.
Language: English-medium study needs IELTS 5 / TOEFL 40 (undergraduate) or IELTS 5.5 / TOEFL 50 (postgraduate), or prior study in English. Russian, Turkish or Azerbaijani programmes need matching proficiency.
For professional degrees, check recognition by PMDC, PEC and similar councils.

How to apply

Apply on the HEC scholarship portal under Learning Opportunities Abroad before HEC's deadline.
Upload your valid USAT/HAT score where the form asks for a HAT score.
HEC nominates the top candidate for each level.
Nominees then apply online at portal.edu.az, choosing a programme from the official lists.
