HEC Degree Attestation 2026: Online e-Attestation Process, Fee and Documents

The Higher Education Commission (HEC) attests Pakistani degrees, transcripts, provisional certificates and HEC equivalence letters so they are accepted for jobs, study and visas abroad. HEC now runs a fully online, paperless system: you apply on the HEC e-Services portal and receive a downloadable e-Attestation Certificate instead of stamps on hard copies.

Where to applyOnline only, through the HEC e-Services portal (eservices.hec.gov.pk). HEC states there is no need to visit an HEC office or submit original hard copies, and photocopy attestation is no longer offered.

Step by step

  1. Sign up (new users) or log in at the HEC e-Services portal (eservices.hec.gov.pk) and choose Degree Attestation from the left menu of your dashboard.
  2. Enter personal details (name, father's name, date of birth, gender, address etc.) exactly as they appear on your CNIC and educational documents. If they do not match, the process will not start.
  3. Enter degree details: level, duration, degree title, campus or affiliated college, session and registration/roll/seat number. Tick only the degree programme you need attested.
  4. Under Attestation Details, select the documents you need: degree, transcript (result card / DMC), provisional certificate (issued by the university examination office) or HEC equivalence letter. The portal calculates the fee automatically.
  5. Upload clear scanned PDFs of your CNIC (front and back) and each document, plus a passport-size photo on a plain blue or white background. Extra supporting papers go under "Other Documents".
  6. Review everything, tick the undertaking and click Proceed for Payment to get a 1-Link (1-Bill) consumer number. Pay through any online banking channel, then click Verify Payment. The application is submitted only after the payment is verified.
  7. HEC scrutinises the application (including NADRA verification of your details). If anything is missing, it appears under "Task Assigned to Me" / "Revision Requested"; fix it and resubmit.
  8. HEC forwards the case to your university, which verifies your record and reports back to HEC.
  9. After a final review HEC issues the e-Attestation Certificate. You are notified by SMS and email and can download it from your e-Services account.

Documents you need

  • Degree(s) to be attested
  • Transcript / result card / detailed marks certificate (complete or incomplete)
  • Provisional certificate (only if issued by the university examination office)
  • HEC equivalence letter (for foreign or other qualifications already granted equivalence)
  • Passport-size photograph with plain blue or white background
  • PMDC/PNMC registration card or certificate for medical and nursing degrees
  • HEC NOC for MS/MPhil or equivalent programmes launched after 7 November 2013
  • For PhD: your name must appear in the HEC PhD Country Directory

Frequently asked questions

Can I still get my degree attested in person or by courier at HEC?

No. HEC has replaced the old walk-in and courier process with a fully online, paperless system. You submit scans on the e-Services portal, the university verifies your record, and HEC issues an e-Attestation Certificate you download from your account. Attestation of photocopies is no longer offered.

Can I attest my transcript before my final degree is issued?

Yes. HEC attests complete or incomplete transcripts even if the final degree has not been issued. For an incomplete transcript, the university must clearly state your academic status (for example degree in progress), and you must select the matching option in the online form.

Does HEC attest a degree from a foreign university?

No. HEC does not attest foreign degrees. It issues an equivalence letter for a foreign qualification, and only that HEC equivalence letter can be attested through the portal. Apply for foreign degree equivalence on the same e-Services portal first.

What if I selected the wrong document and paid?

HEC states that the fee of Rs. 3,000 per document is not refunded, adjusted or transferred if you make an incorrect selection. Check the degree programme and each document carefully before you click Proceed for Payment.
