IBCC Equivalence Certificate for O/A Levels and Foreign Qualifications: Fee, Documents and Process

The Inter Boards Coordination Commission (IBCC) issues equivalence certificates that convert O/A Levels, American, Canadian and other foreign school qualifications into Pakistani SSC (Matric) and HSSC (Intermediate) equivalents. It is needed for admission to Pakistani colleges and universities and for many jobs.

Step by step

  1. Register and log in on the IBCC Equivalence portal (equivalence.ibcc.edu.pk).
  2. Fill in the online application with personal information and upload your educational certificates and CNIC copy.
  3. Choose a submission mode: Online (photocopies only), Walk-in/Appointment at an IBCC centre (Islamabad, Lahore, Karachi, Bahawalpur, Quetta or Peshawar) on an available date, or Courier.
  4. Pay the equivalence fee through 1Bill (any mobile banking app, Easypaisa or JazzCash) or with the UBL challan/PSID.
  5. For an appointment, bring your documents on the allotted date. For courier, send the printed application form, payment receipt, original certificates with photocopies and a CNIC copy to IBCC through Pakistan Post, Leopard, M&P or TCS.
  6. Have original documents checked and marked "Seen Original and Verified" at the IBCC head office or a regional office when required.
  7. Track the application on your portal dashboard and collect or receive the equivalence certificate.

Frequently asked questions

How many O and A Level subjects do I need for IBCC equivalence?

IBCC requires at least 8 O Level subjects (five compulsory: English, Urdu, Islamiat, Pakistan Studies and Mathematics, plus three electives) and 3 A Level subjects. If a subject is missing, you must pass it with the relevant board before the equivalence certificate is issued. Students educated abroad or with foreign nationality may be exempt from Urdu, Islamiyat and Pakistan Studies.

Can I apply with a Statement of Result instead of the original certificate?

Only for a limited time. IBCC accepts the O and A Level Statement of Result for a maximum of six months. After that, the original certificate is required and applications without it will not be processed.

My Matric is from a Pakistani board and my A Levels from Cambridge. What do I need?

Your Matric/SSC certificate must first be verified by the Pakistani board that issued it. IBCC verifies Cambridge results online where available (Cambridge records from the last five years); otherwise you must provide copies verified by the British Council.

Does an IBCC equivalence certificate expire?

IBCC says an equivalence certificate is valid indefinitely once issued, unless the qualification itself is time-bound or has specific limits. If the name on your CNIC differs from your board certificate, get it corrected by the board first.
