Police Character Certificate in Punjab: Police Khidmat Markaz Process, Fee and Documents

The Punjab Police Character Certificate is issued through Police Khidmat Markaz (PKM) centres and is needed for travelling abroad, foreign jobs and immigration. You can apply at any PKM in Punjab, even for a district where you lived earlier, and Pakistanis abroad can apply through a blood relative or through PKM Global at Pakistani embassies.

Step by step

  1. Gather your original CNIC (or B-Form) and passport, with photocopies, and prepare an affidavit.
  2. Optionally create a profile on the PKM web portal (pkm.punjab.gov.pk) or the Police Khidmat app to start your application and track it online.
  3. Visit any Police Khidmat Markaz in Punjab. You do not need to go to the district for which the certificate is required; for example, someone living in Multan can apply there for a Mianwali certificate.
  4. Submit your documents and pay the Rs. 500 processing fee at the PKM counter.
  5. Track the application online using the Track option on the PKM portal.
  6. Receive the certificate by courier, normally 3 working days after the application date.
  7. If you are abroad, a blood relative (father, mother, brother, sister, etc.) can apply for you with your authority letter, or you can use PKM Global services at listed Pakistani embassies.

Do I have to go back to my old district to get a Punjab character certificate?

No. Police Khidmat Markaz is linked across Punjab, so you can apply at any centre for a certificate covering another district where you lived. For example, a person now living in Multan can apply there for a certificate about Mianwali.

Can my family apply if I am already abroad?

Yes. A blood relative such as your father, mother, brother or sister can submit the form with your authority letter. The letter should be stamped by a Pakistani embassy or attested by two respectable people who know you, and it should mention how long you have stayed abroad.

Is a character certificate the same as general police verification?

No. The character certificate is meant for travel, jobs abroad and immigration. General Police Verification is a separate PKM service for jobs inside Pakistan and for verifying domestic workers, and it has its own fee.
