Ehsaas is now BISP
Many people still search for "Ehsaas 8171". The cash programme that used that name is now run under the Benazir Income Support Programme. The 8171 number and portal still work, but they now belong to BISP.
BISP runs several programmes. The main ones are:
- Benazir Kafaalat – the core quarterly cash payment for eligible women. BISP says it supports around 9 million families through it.
- Benazir Taleemi Wazaif – extra cash for children of active Kafaalat families who stay enrolled in school, up to higher secondary level.
- Benazir Nashonuma – support for pregnant and breastfeeding women and children under two, linked to health check-ups and nutrition.
- National Socio-Economic Registry (NSER) – the household survey database that decides who is eligible.
How to check eligibility on the 8171 web portal
- Go to 8171.bisp.gov.pk. The page is in Urdu: "اپنے گھرانے کی اہلیت کے بارے میں جانیۓ".
- Enter your CNIC number without dashes.
- Type the code shown in the image.
- Submit and read the result. It tells you whether your household is eligible, not eligible, or needs to update its survey.
Use the CNIC of the woman who is, or will be, the beneficiary. BISP pays the female head of the household.
How to check by SMS
Write your 13-digit CNIC number in a normal text message and send it to 8171. You will get a reply about your status. BISP's official pages say eligibility can be checked by sending the CNIC to 8171 by SMS.
Keep this in mind: 8171 is the only number BISP uses to send messages. A message about BISP money from any other number is fake.
Who is eligible
Eligibility is not decided by an application form. It comes from the NSER survey. Each household gets a poverty score between 0 and 100, called the PMT score. According to BISP's Kafaalat page:
- Families with a score of 32 or below are eligible.
- Families with a person with a disability qualify up to a score of 37.
- Transgender persons with a NADRA CNIC that shows their gender as transgender can apply after a survey at a BISP tehsil office. The score limit does not apply to them.
If 8171 says you are not eligible, your survey data may be old. Your household situation may have changed since the last survey.
How to register or update your survey
BISP now uses a "dynamic registry". You do not have to wait for a door-to-door survey. You can walk in and register or update your data.
- Visit the nearest BISP tehsil office or Benazir registration centre. Every BISP tehsil office has one.
- Take the original CNICs of adult family members and the NADRA B-form or Family Registration Certificate for children.
- Staff will fill in a survey about your household, income, assets and living conditions.
- After NADRA verifies the data, check your status again on 8171.
The survey is free. BISP's chairperson has said publicly that no fee is charged for the survey. If anyone asks you for money, report it.
How the payment is received
BISP has been moving payments to digital wallets in 2026. In August 2026, The Nation reported BISP's announcement that:
- Wallets had been opened for about 90% of beneficiaries, on free SIMs given by BISP.
- When money arrives, you get an SMS with the payment details.
- The money stays in the wallet. You can withdraw it when you want.
- You can withdraw from any authorised agent of a partner bank anywhere in Pakistan by showing your CNIC and giving your registered mobile number.
- Getting the SIM and activating the wallet are free. A fixed charge of Rs280 applies to cash withdrawals.
Before the wallet system, payments were made through partner banks and BISP payment campsites after biometric (thumb) verification. Some areas may still use campsites. Check with your tehsil office if you are unsure.
About the amount: the Kafaalat payment is Rs14,500 per quarter. BISP raised it from Rs13,500 with payments from 10 March 2026 (BISP Press Release No. 20). Confirm the figure in your payment SMS or with the helpline.
How to complain
- Helpline: call BISP's toll-free number 0800-26477. The BISP website lists working hours as Monday to Friday, 9am to 5pm.
- Tehsil office: visit your nearest BISP tehsil office with your CNIC.
- Pakistan Citizen Portal: you can also file a complaint against BISP through the government's Citizen Portal app.
Complain right away if an agent cuts part of your money, keeps your SIM or phone, or asks for a fee.
If a beneficiary has died, her legal heirs can apply under BISP's next-of-kin policy. Take the deceased's CNIC, the NADRA CNIC cancellation certificate, the union council death certificate and family members' CNICs to the tehsil office.
Fake 8171 messages and calls: stay safe
- BISP messages come only from 8171. Treat any other number as fraud.
- BISP never asks you to pay money to get registered, "release" a payment or win a prize.
- Do not share your wallet PIN or OTP with anyone, including people who claim to be from BISP.
- Do not hand over your phone or SIM to an agent. Count your cash before leaving the counter.
- Do not trust "8171" websites, WhatsApp groups or YouTube links that ask for your details. The only official portal is 8171.bisp.gov.pk.
