Law Graduates Scholarship Program for Balochistan (LLM and PhD)

The programme was started after the August 2016 Quetta blast killed many senior lawyers. It funds LLM study in Pakistan or abroad, and PhD in Law abroad, for law graduates domiciled in Balochistan. 15-20% of awards are reserved for children of the victims' families.

Deadline: The last batch (Batch-IV) closed on 13 January 2026, and its provisional merit list is posted.

What it covers

  • Indigenous LLM: tuition up to Rs. 180,000 per year, Rs. 18,000 per month maintenance, book, travel and hostel allowances
  • Foreign LLM/PhD: tuition up to USD 15,000 per year
  • Foreign maintenance allowance USD 1,200 per month (LLM) or USD 1,250 per month (PhD)
  • Book allowance and travel of Rs. 100,000 each for departure and return (foreign)

Who can apply

  • Domicile/local certificate of Balochistan.
  • LLB or LLM from an HEC-recognized institution, with at least 50% marks in the bachelor's degree.
  • Maximum age on the closing date: 30 for LLM and 35 for PhD.
  • At least 50% in the aptitude test. Merit combines academic scores with the test (50%).
  • Not awaiting results, and not holding any other scholarship.
  • Foreign scholars must get admission at a Top 500 QS university after selection. Indigenous LLM is for HEC-recognized public universities or programmes.
  • Employed applicants must work in a law-related field and provide an NOC and study leave.

How to apply

  1. Apply online at scholarship.hec.gov.pk (LGSP section). Hard copies are not needed at first.
  2. Pay the Rs. 1,000 test fee through 1Link 1Bill and verify the payment on your dashboard.
  3. Submit the completed application and take the aptitude test.
  4. If selected, secure admission: an HEC-recognized public university for indigenous LLM, or a Top 500 QS university abroad.
