- A citizen of an ADB borrowing member country that is also eligible for Japanese ODA scholarships. Pakistan is listed. Holders of dual citizenship of a developed country are not eligible.
- Admission to an approved Master's course at a designated institution.
- A bachelor's degree with a superior academic record.
- At least 2 years of full-time work experience after university.
- Good English and good health.
- Age 35 or under when applying, unless waived by the Government of Japan.
- Living and working in your home country, and not already enrolled in a graduate programme.
- You must agree to return home and work for at least 2 years after your studies.

ADB-JSP offers about 130 Master's scholarships a year at 27 designated institutions in Asia and the Pacific, 17 of them in Japan. It is open to citizens of ADB developing member countries, including Pakistan, who have work experience and commit to returning home.
