No new HEC laptop phase was open for applications on 29 Oct 2026. The 2025 round (merit lists June 2025) was being distributed through universities in February 2026. The new federal device programme for school students is the PM Youth Chromebook Scheme.
Federal merit-based laptop scheme for students at HEC-recognised public-sector universities and degree-awarding institutes, run by HEC under the PM's Youth Programme (HEC calls it the PM's National Laptop Scheme). The latest round accepted applications in 2025, published merit lists in mid-2025 and handed out laptops through universities in early 2026.
Who can apply
- Enrolled at an HEC-recognised public-sector university or degree-awarding institute on HEC's eligible-universities list
- Studying in a BS, Master's, MPhil/MS or PhD programme
- Selected on academic merit, with merit lists made per university and province
Who cannot apply
- Students who have already received a laptop under any current or previous phase of the scheme
- Students at institutions not on HEC's eligible-universities list (for example private universities)
Documents you need
- CNIC
- University enrolment details and latest academic result (entered on the portal and verified by the university focal person)
- Domicile (merit lists are provincial)
How to apply
- When HEC announces a new phase, register or update your profile on the PM Youth Programme / HEC laptop portal (laptop.pmyp.gov.pk, linked from pmyp.gov.pk).
- Your university's focal person verifies your enrolment and marks.
- HEC publishes university-wise merit lists on the portal, where you can check your application status.
- Selected students collect their laptops from their university after completing its documentation.

Is the PM laptop scheme open now?
No HEC application window was open on 29 Oct 2026. The last round's laptops were handed out through universities in early 2026. School students should look at the PM Youth Chromebook Scheme instead.
Who is eligible?
Students in BS, Master's, MPhil/MS and PhD programmes at HEC-listed public-sector universities, selected on academic merit.
Can private university students apply?
Only institutions on HEC's eligible-universities list take part, and those are public-sector universities and degree-awarding institutes.
How do I check my status?
Use the Application Status page on laptop.pmyp.gov.pk, linked from HEC's PM's National Laptop Scheme page, or ask your university's laptop focal person.
I already got a laptop in a previous phase. Can I apply again?
No. Students who already received a laptop under any phase are not eligible.
