- Direct emigrants: fill the e-Protector Online Registration form on the BE&OE website (job, salary, employer details, contract period, your Protectorate office, personal and passport details, photo, State Life insurance nominee).
- Pay the registration fee, welfare fund (OPF), insurance premium and OEC fee, and keep the receipts.
- Visit your selected Protectorate of Emigrants office (Rawalpindi, Lahore, Karachi, Peshawar, Quetta, Malakand, Multan, Sialkot, DG Khan or Sukkur) with your documents for verification.
- After verification you attend a briefing; your record is registered, a registration number is allotted and the protector sticker/stamp is placed on your passport.
- The Protector of Emigrants officer signs (embosses) your passport, and you collect your passport and documents after the orientation briefing.

Pakistanis going abroad for employment must be registered and get 'protector' clearance from the Protectorate of Emigrants under the Bureau of Emigration & Overseas Employment (BE&OE). It applies both to workers hired through a licensed Overseas Employment Promoter (OEP) and to those who found a job directly, and it includes insurance, welfare fund and briefing.

Frequently asked questions
What is the difference between direct registration and registration through an OEP?
Direct registration is for people who arranged a job abroad themselves and apply with their own visa and contract. Registration through an OEP is for workers recruited by a licensed Overseas Employment Promoter, who files the permission and Foreign Service Agreement. Fees differ: OEP cases include OEP service charges.
Is insurance compulsory for protector registration?
State Life insurance is part of registration and its premium is included in the fee. The online form lets you claim an exemption only if you are above 58 or already hold valid insurance, in which case you enter your previous certificate number and date.
Do I need a police character certificate and medical report?
BE&OE lists a police character verification certificate only for specified countries, and a medical fitness report from approved medical centres of specified countries, such as GCC-approved centres for Gulf jobs. Check your destination's requirement before your protectorate visit.
How do I check that an OEP is genuine?
BE&OE publishes the list and contacts of licensed OEPs, their performance, and blacklists of foreign employers and trade test centres on its website. Use only licensed promoters and report illegal recruitment to BE&OE.
