As of 30 Oct 2026: the Hajj Policy 2027-2030 was approved by the Federal Cabinet on 7 July 2026. Hajj 2027 government scheme applications and the first installment opened on 18 August 2026 (77,526 long-package and 30,000 short-package seats). The second installment ran from 5 to 20 October 2026, so the government scheme is no longer taking new Hajj 2027 applicants. Private scheme package selection and payment is open until 20 November 2026. Free registration for Hajj 2028-2030 remains open on the Hajj portal. Flight schedules and training dates for 2027 have not yet been announced.
The Government Hajj Scheme is run by the Ministry of Religious Affairs and Interfaith Harmony (MoRA). Hajj 2027 (1448 AH) falls under the new Hajj Policy and Plan 2027-2030, which the Federal Cabinet approved on 7 July 2026. It is Pakistan's first four-year Hajj policy. Pilgrims are selected first come, first served from a digital waiting list, not by ballot. 60% of Pakistan's Hajj quota goes to the government scheme and 40% to private operators. All registration and payments are done through the Pak Hajj app or the NITB Hajj portal.

Who can apply
- Pakistani national with a valid Pakistani passport
- For Hajj 2027 the passport must be valid until at least 16 November 2027 (MoRA advertisement, August 2026)
- Must first register (free) on the Hajj portal or Pak Hajj app. No Hajj 2027 application is accepted without registration
- Must meet Saudi health rules and upload a medical fitness certificate from a registered medical practitioner in Pakistan before the second installment
- Age limits are whatever Saudi Arabia sets for the season; the 2027-2030 policy sets no fixed Pakistani age limit
- Women may go without a mahram if they submit an affidavit: parents or husband have given permission, she travels in a group of reliable women, and there is no threat to her dignity or safety
- Persons with disabilities or special needs must travel with a designated attendant
- Overseas Pakistanis can register from any country; a limited number of Pakistan-origin POC card holders may travel from Pakistan with close relatives who hold Pakistani passports
Who cannot apply
- Non-Pakistani nationals (except the limited POC card holder allowance set by Saudi Arabia)
- Terminally ill patients, or anyone who does not meet Saudi health requirements
- People on the Exit Control List (ECL) or under a court order barring travel abroad
- Applicants who did not deposit both installments by the deadline (their application is cancelled and money refunded)
- Pilgrims previously caught begging, in political activity, drug trafficking or theft in Saudi Arabia may be barred from future government-sponsored visits
Documents you need
- Valid Pakistani passport (validity until at least 16 November 2027). Registration itself can be done without a passport
- CNIC
- Medical fitness certificate on the form available on the Hajj portal, verified by a doctor and uploaded before the second installment
- Affidavit for women travelling without a mahram (permission of parents or husband, group of trustworthy women)
- Proof of payment of Hajj dues (PSID, card receipt or bank challan)
How to apply
- Register free on the Hajj Management System (hajj.mora.gov.pk) or the Pak Hajj mobile app. Family members can register together.
- Under the multi-year system you can choose the year (2027 to 2030) you want to perform Hajj. Depositing 10% of the estimated cost moves you from the registration list to the priority waiting list.
- When applications open for your year, choose the long or short package and pay the first installment (50% of the package). For Hajj 2027 this was Rs 600,000 (long) or Rs 650,000 (short) from 18 August 2026.
- Pay only through the official channels: 1LINK PSID, bank debit/credit card, or the Pak Hajj digital bank challan (deposited at a Habib Bank Limited branch). HBL is MoRA's designated banking partner. No cash or informal payments are accepted.
- Upload your medical fitness certificate on the portal or app, then pay the second (final) installment. For Hajj 2027 this window was 5 to 20 October 2026.
- Selected pilgrims then complete mandatory Hajj training and follow flight and visa updates on the Pak Hajj app.
- If your seat is not confirmed because the quota is full, you stay on the waiting list and get priority in the next season.

Questions
Is there a ballot (qurra andazi) for Hajj 2027?
No. Under the Hajj Policy 2027-2030, pilgrims are selected first come, first served from a digital waiting list. Those who miss out because the quota is full keep their place for the next season.
How much does the government Hajj 2027 package cost?
Rs 1,200,000 per person for the long package (about 38-42 days) and Rs 1,300,000 for the short package (about 20-25 days). Qurbani is included. A separate two-bed room in Makkah costs Rs 210,000 extra, and a three-bed room Rs 70,000 extra.
Can I still apply for Hajj 2027 under the government scheme?
The final installment deadline was 20 October 2026, so the government scheme has closed for 2027. You can still book a private package through the Pak Hajj app until 20 November 2026, or register free now for Hajj 2028 to 2030.
Can a woman go for Hajj without a mahram?
Yes. Following the Council of Islamic Ideology's 2023 decision, a woman can go without a mahram if she submits an affidavit that her parents or husband have allowed it, she will travel with a group of trustworthy women, and there is no threat to her safety.
How do I pay Hajj dues?
Only through the Pak Hajj app or the Hajj portal, using 1LINK PSID, a bank card, or the digital bank challan deposited at an HBL branch. Never pay cash to any person or agent.
How much does the private Hajj scheme cost?
For Hajj 2027, sixteen basic private packages range from Rs 1.4 million to Rs 3.75 million. The private scheme has 71,684 seats. Book only through the Pak Hajj app or Hajj portal.
What is the Hajj Savings Plan?
In October 2026 the Prime Minister approved an interest-free, Sharia-compliant Hajj Savings Plan so people can save for Hajj years in advance. Its details have not yet been launched.

کون حج پر جا سکتا ہے

درخواست کا طریقہ
- حج مینجمنٹ سسٹم (hajj.mora.gov.pk) یا پاک حج موبائل ایپ پر مفت رجسٹریشن کریں؛ خاندان کے افراد اکٹھے رجسٹر ہو سکتے ہیں
- 2027 سے 2030 تک اپنی پسند کا سال چنیں؛ اندازاً لاگت کا 10 فیصد جمع کرانے سے آپ ترجیحی ویٹنگ لسٹ میں آ جاتے ہیں
- درخواستیں کھلنے پر طویل یا مختصر پیکج چنیں اور پہلی قسط (پیکج کا 50 فیصد) جمع کرائیں: حج 2027 کے لیے یہ 6 لاکھ (طویل) یا 6 لاکھ 50 ہزار روپے (مختصر) تھی، 18 اگست 2026 سے
- ادائیگی صرف سرکاری ذرائع سے کریں: 1LINK PSID، بینک کارڈ، یا پاک حج ایپ کا ڈیجیٹل چالان جو حبیب بینک (HBL) کی کسی برانچ میں جمع ہو
- میڈیکل سرٹیفکیٹ اپ لوڈ کر کے دوسری اور آخری قسط جمع کرائیں: حج 2027 کے لیے یہ 5 سے 20 اکتوبر 2026 تک تھی
- منتخب عازمین لازمی حج تربیت مکمل کریں اور پروازوں اور ویزا کی معلومات پاک حج ایپ پر دیکھیں
موجودہ صورتحال (30 اکتوبر 2026)
سرکاری اسکیم کی آخری قسط کی تاریخ 20 اکتوبر 2026 گزر چکی ہے، اس لیے حج 2027 کے لیے سرکاری اسکیم میں نئی درخواستیں نہیں لی جا رہیں۔ پرائیویٹ اسکیم کے پیکج (14 لاکھ سے 37 لاکھ 50 ہزار روپے) 20 نومبر 2026 تک پاک حج ایپ کے ذریعے بک کرائے جا سکتے ہیں۔ حج 2028 سے 2030 کے لیے مفت رجسٹریشن جاری ہے۔ پروازوں اور تربیت کا شیڈول ابھی جاری نہیں ہوا۔
