Launched in October 2024: phase 1 covered 298,000 registered farmers with up to 25 acres. Online self-registration is live on the official portal (checked 30 Oct 2026). In September 2025 registration and verification of 80,000 new farmers was complete, and Sindh Bank was to issue cards in batches of 50,000. The Hari Card database was used for the 2025-26 Wheat Growers Support Programme (registration closed 10 Nov 2025). On 15 Jan 2026 Bilawal Bhutto-Zardari said 198,000 farmers had benefited. The target is 1.4 million farmers.
A Sindh Agriculture Department card for small landowning farmers, issued through Sindh Bank. Farmers register once with CNIC, land and bank details. The card then becomes the channel for provincial subsidies and support, such as the Wheat Growers Support Programme, input subsidies and interest-free loans. Registration is open online.
Who can apply
- Farmer who owns agricultural land in Sindh (the registration form lists owner type 'Owner')
- Land holding of up to 25 acres (Wheat Growers Support Programme: 1 to 25 acres)
- Valid CNIC and a mobile number
- Land record (Form VII) and survey numbers for the land
- Willing to open or link an account with Sindh Bank, which issues the card
Who cannot apply
- Landholders with more than 25 acres
- Farmers whose land is outside Sindh
- People without verifiable land revenue records (verification uses the land record, CNIC and bank account)
Documents you need
- CNIC (front and back image)
- Recent photograph
- Form VII (land ownership record) and survey numbers
- Mobile number, mother's name, date of birth and addresses for the Sindh Bank account
- Details of tenants/sharecroppers, crops, machinery, livestock and irrigation source (asked in the form)
How to apply
- Open the official registration form at cms.benazirharicard.gos.pk/farmers/registrations (linked from benazirharicard.gos.pk), or ask an Agriculture Department field assistant or enumerator in your area to fill it in for you.
- Enter personal details (CNIC, district, taluka, deh, village), land holding, crops, assets and irrigation source.
- Fill in the Sindh Bank account details and choose your preferred branch.
- Upload your CNIC front and back, a photo and Form VII, then submit.
- After verification, Sindh Bank issues the Benazir Hari Card. Subsidies under schemes such as the Wheat Growers Support Programme are paid through it.

Who can get a Benazir Hari Card?
Small farmers in Sindh who own agricultural land, up to 25 acres. You need a CNIC, a mobile number and your land record (Form VII).
What do I get with the card?
The card is the channel for Sindh government support: seed and fertiliser subsidies, interest-free loans and schemes like the Wheat Growers Support Programme. That programme paid cash for 2 DAP and 2 urea bags per acre to farmers with 1-25 acres in 2025-26.
How do I register?
Register online at cms.benazirharicard.gos.pk/farmers/registrations, or through an Agriculture Department field assistant. Upload your CNIC, photo and Form VII, and give your Sindh Bank account details.
Which bank issues the card?
Sindh Bank. The Agriculture Department approved Sindh Bank to issue the cards in batches.
Is there a helpline?
Yes. The official portal lists 0311-1646111 (Monday to Friday, 9 am to 5 pm).
Can tenants (haris without land) apply?
The registration form registers landowners, and tenants and sharecroppers are listed under the owner's land. Official sources do not say tenants can get their own card.
