Montoyer is a set of AI agents designed around how EU institutions work. It includes personas for Commissioners and Directorate-General agents, and follows real legislative procedures so drafts reflect how Brussels actually operates.
Users can prepare documents such as impact assessments and data protection assessments, or test a proposal against competing Commissioner priorities. It runs in Claude Code or GPT@EU, and its prompt library can be used without setup. The code is published as open source.
