What each tool does
Cline is an open-source coding agent. It runs in VS Code and other editors, in the terminal through a CLI, as a desktop app for macOS and Windows, or inside your own products through its SDK. Plan and Act modes let you review the approach before changes happen, it supports MCP integration, and you decide which models it uses. Cline reports more than 11 million installs.
Claude Code is Anthropic's agentic coding tool. It reads your codebase, edits files and runs commands to complete tasks like bug fixes, tests or migrations, while you steer and review. It works from the terminal, VS Code and JetBrains, the web, Slack, GitHub and mobile apps, on macOS, Linux and Windows, and is included in Claude Pro and Max plans.

Choose Claude Code if you already use Claude and want a single, well-integrated agent across your terminal, IDE and team tools without configuring model providers yourself.
Both involve USD costs at some point: Cline through the models you connect, Claude Code through its subscription. Pakistani developers should check each pricing page for current plans and make sure their card supports international payments.
Can you use both?
You can, since both work in VS Code and the terminal, but they do similar jobs. Many developers try both on the same task and keep the one that fits their workflow and budget.
